The overall aim is to provide NOAA and USFWS managers with information needed to better understand the natural resources of these remote areas. This program developed further with the implementation of the National Monument Act. Its purpose is to establish baseline ecosystem assessments and to initiate long-term monitoring of trends that integrate biological observations with water quality and oceanographic data. Pacific RAMP, supported by NOAA’s Coral Reef Conservation Program (CRCP), is a long-term effort to monitor the status and trends of US coral reef ecosystems in the Pacific. The study of the Pacific Islands is known as the Pacific Reef Assessment and Monitoring Program (Pacific RAMP). In 2000, NOAA initiated in the Coral Reef Ecosystem Program (CREP) a long-term monitoring program of remote US Pacific Islands. Another consequence was the appearance, in 2010, of the invasive “crazy” ant either by accidental unauthorized recreational yachters or by drifting in on flotsam (see below). This had consequences to the shark populations. For the first several years, no personnel were on island and the atoll was wide open to illegal fishing and to unauthorized yachters seeking a harbor in this remote area. Once the Johnston Island airfield was closed and the runway decommissioned, the only access to the atoll was by boat.
